Joburg Speaker Colleen Makhubele’s ousting from her political party leaves the city, already in a precarious situation as the city manager role is up in the air, even worse off.
The Speaker’s role is to ensure the municipal council’s legislative and executive functions are structured. While the City of Johannesburg maintains that Makhubele is still the Speaker and it’s business as usual, she is set to launch the political coalition party South African Rainbow Alliance (SARA) as its leader on Wednesday.
Her exit as Speaker seems inevitable, and when she leaves, the council cannot govern appropriately until a new Speaker is elected.
